It doesn't matter what device you use so long as you use incognito mode or a guest account then your device doesn't remember the offline page because if the website looses the SSL certificate then the website normally tells you it's not secure but if it remembers the offline page then it gets confused and thinks it's offline which is why using a different device or clearing your cookies might work as well
