By saying "which hath made us meet to be partakers of the inheritance of the saints in light" the writer means to give thanks to God for just allowing us to have the opportunity to be saved. The second part of the verses (Colossians 1:13-14) then furthers the point of why we should be thankful and praise God by saying He saved us from eternal death and separation of God, and it is through His blood (Jesus) that our sins are forgiven and our debt has been paid. *Note: If you are not learning this verse for a quiz, but rather for your own spiritual life I highly recommend reading these verses in a different translation because it is a lot easier to understand.
